4) In Racial Inequality in Special Education Double Jeopardy: An Exploration of Race in Special Education,  I and my co-author Jim Conroy, Center for Outcome Studies looked at the overrepresentation of minorities in restricted special education placements.  The edited volume was published in September 2002. 

5) I serve on a Minority Special Education Committee housed at the Harvard University Law School Civil Rights Project that meets on a quarterly basis to discuss and suggest policy for the U.S. Department of Education, Congress, and the academic community.  Many of our policy suggestions have made meaningful contributions to the reauthorization of the Individuals with Disabilities Education Act (IDEA).
